U.S. Federalist Party leader.

After studying at Harvard University, he went to sea; he became a shipowner and successful merchant, retiring from business in 1794. Elected to the U.S. Senate (1791–96), he supported the fiscal policies of Bank of the United States . A member of the Federalist Essex Junto , he presided at the Hartford Convention in 1814.
