a US diplomat. He directed the Marshall Plan to help Europe after World War II and, as Secretary of State under President Truman , helped in 1949 to create the North Atlantic Treaty Organization . He received a Pulitzer Prize in 1970 for his book Present at the Creation: My Years in the State Department .
