a phrase that expresses one of the basic principles of government in the US. It means a system in which each branch of government has a certain amount of control over the other branches, creating a balance of power. For example, the President can veto (= reject) laws passed by Congress , but Congress can overcome this veto and even investigate the President and dismiss him from his job.
