(1944– )
a British Conservative politician who held various important government posts before losing his seat in Parliament in 1992. He spent five years as the governor of Hong Kong , before it was returned to Chinese rule in 1997. He became a European Union Commissioner in 1999. In 2003 he became Chancellor of the University of Oxford.
