Meaning of FOOGIE, FOOGEY in English

An insane person of either sex, over the age of 65. Kind of like fogie or fogey, but even more senile. Example: That crazy old foogie offered me $50 and some candy to get in her car, so I took the fifty bucks, kicked her in the shins, and ran away.
