SALAN, RAOUL (-ALBIN-LOUIS)

born June 10, 1899, Roquecourbe, France died July 3, 1984, Paris French military officer who sought to prevent Algeria from gaining independence from France. In 196162 he led an organization of right-wing extremists, the Organisation de l'Arme Secrte (OAS; Secret Army Organization), in a campaign of terror against the government of Charles de Gaulle in both France and Algeria before being captured, tried, and imprisoned. Salan, the son of a doctor, was educated at the military academy at Saint-Cyr (191718) and served briefly in World War I, receiving the Croix de Guerre. (By the end of his military career, he had become the most decorated man in the French army.) Between the world wars he was attached in various capacities to the Ministry of Colonies, and in 194143 he served with the Free French forces in French West Africa. After participating in the Allied invasion of France in 1944, he went to Indochina in 1945 and was commander in chief there during 195253. He was posted to Algeria in 1956, and in 1958 he was one of the coterie of right-wing military and political figures who rose up against the French Fourth Republic and called de Gaulle to power, thereby establishing the Fifth Republic. When de Gaulle slowly moved toward giving Algeria its independence, Salan felt himself betrayed and was one of four generals who led an abortive military insurrection in Algeria on April 22, 1961. When the coup collapsed four days later, Salan went into hiding and directed the OAS's campaign of terrorism and sabotage in France and Algeria. He was not captured by the French authorities until a year later, on April 20, 1962. In May he was tried for treason and was sentenced to life imprisonment. Salan was freed in 1968 in an amnesty, and his full rank and pension were restored to him by the French president Franois Mitterrand in 1982.
