PRIORITY

The concept that the person first using water has a better right to it than those commencing their use later. An appropriator is usually assigned a "priority date". However, the date is not significant in and of itself, but only in relation to the dates assigned other water users from the same source of water. Priority is only important when the quantity of available water is insufficient to meet the needs of all those having a right to use water.
