an official agreement signed by the UK and most other European countries, in which they promise to allow every citizen their HUMAN RIGHTS , such as the right to be free, to express their political opinions, and to be treated fairly. If someone thinks that one of these countries is breaking this agreement, they can officially complain to the European Human Rights Commission. If they are still not satisfied, they can take their case to a special court called the European Court of Human Right.
