Issuing tickets, pink slips, etc. far more often than is justified by the circumstances. A mangling of promiscuous, issue, and misuse. Example: I can't believe it! Over a hundred cars got ticketed during the festival. Apparently, some traffic cop was feeling particularly promisuseous.
