Tray icon application installed by the drivers for Alcatels ADSL (DSL) modems. These Alcatel ADSL modems, which look like green manta rays, are distributed by many ISPs who offer ADSL Internet Access.
Recommendation :
Not needed, but also harmless. You can leave it or disable/delete it with Startup Manager.
