ATI Multimedia Center Launch Pad. This is a program launching toolbar which by default has entries for multimedia applications : CD Player, DVD Player, Audio Center. You can add other programs to it.
Recommendation :
Down to end-user preference. You can disable it by right-clicking on it and taking the tick off the "Load on Startup" option.
