To curb the power of the Buddhist temples located in Nara, he moved the capital from Heij 014D; -ky 014D; (Nara) to Nagaoka in 784 and then to the city of Heian-ky 014D; in 794. The establishment of the capital in Heian-ky 014D; marked the start of the Heian period .
