(NovemberDecember 1943), two meetings held in Cairo during World War II. At the first conference (November 2226), the Allied leaders Winston Churchill and Franklin D. Roosevelt discussed plans for the prosecution of the Normandy invasion; with Chiang Kai-shek, they issued a declaration of the goal of stripping Japan of all the territories it had seized since 1914 and restoring Korea to independence. Upon conclusion of the first Cairo Conference, Churchill and Roosevelt flew to Iran for the Tehran Conference (q.v.) with Joseph Stalin. The two Western leaders then returned to Cairo. At the second Cairo Conference (December 27), Churchill and Roosevelt tried without success to persuade Pres. Ismet I nn of Turkey to bring his country into the war on the side of the Allied Powers. Also at this meeting, Roosevelt informed Churchill of his choice of Gen. Dwight D. Eisenhower as supreme commander of the Normandy invasion.
