a British politician and author. He became Home Secretary (1965–7 and 1974–6) and Chancellor of the Exchequer (1967–70) in the Labour governments of Harold Wilson , and later helped to establish the Social Democratic Party . From 1977 to 1981 he was President of the European Commission . He wrote several books about politics and politicians, and was made a life peer in 1987.
