Written matter intended to be transmitted by telegraphy for delivery to the addressee. This term also includes radiotelegrams unless otherwise specified. In this definition the term telegraphy has the same general meaning as defined in the [1979 General Worldwide Administrative Radio Conference] Convention. [RR with editor's note in brackets]
