1. ( in Britain ) the first time that a bill (1) is discussed in the House of Commons . Bills are formally announced at the first reading, and discussed in more detail in the second reading and the third reading .

2. ( in the US ) the introduction of a bill (2) in the House of Representatives or the Senate , usually by reading out its name or number.
