In a Frame Relay environment, represents the user's estimate of their 'normal' traffic during a given period. If the CIR is exceeded, the Frame Relay will send the data, but will set the DE bit to indicate that the data can be discarded if necessary. To ensure data integrity, Frame Relay service should be purchased with a CIR of 1.544 mbps, but that significantly raises its costs. Just another reason why ISDN PRI (which gives you the full T1 speeds without any CIRs) is a better fit for the graphic communications industry.
