The conferencewhich also includes the chief judge from each of the separate courts of appeals and a district judge from each one of the separate circuitsacts as a body of general oversight and recommendation, studying the workings of the different courts, including their budgets and work loads and matters concerning the health and good behaviour of judges. The Judicial Conference has recommended, and in most instances it has implemented, the assignment of additional law clerks to assist in the growing case loads being handled by the federal judiciary. Among one of its most controversial recommendations designed to lighten judiciary loads is the recommendation to reduce the size of juries. The conference has also recommended using more computers for data processing and eliminating three-judge courts, with direct appeals to the Supreme Court.
