Meaning of POLICY in English

(Water Planning) A statement of governmental intent against which individual actions and decisions are evaluated. The wording of policies conveys the level of commitment to action, for example, policies which use the word "shall" are mandatory directives, while those using the word "should" are statements of direction to be followed unless there are compelling reasons to do otherwise.
