An open structure or excavation at the foot of an overfall, chute, drop, or Spillway to reduce the energy of the descending stream. A basin constructed to dissipate the energy of fast-flowing water, e.g., from a spillway or Bottom Outlet, and to protect the stream bed below a dam from erosion.
