LETTER OF INTENT

: a written statement of the intention to enter into a formal agreement ; especially : a written authorization enabling officers of the federal government in time of imperative need for war materials and supplies to order the making or furnishing of such materials and supplies before the issuance of a formal contract and providing reimbursement for the contractor's expenses if no contract is subsequently issued
