Meaning of ACTIVE STORAGE CAPACITY in English

The total amount of usable reservoir capacity available for seasonal or cyclic water storage. It is gross reservoir capacity minus inactive storage capacity. More specifically, the volume of water in a reservoir below the maximum controllable level and above the minimum controllable level that can be released under gravity. In general, it is the volume of water between the outlet works and the spillway crest. In some instances, Minimum Pool operating constraints may prevent lowering the reservoir to the level of the outlet works, and the water below the minimum pool level is not considered to be in active storage.
