That part of the planning process by governmental agencies that inventories and estimates the potential effects on the human environment of alternative solutions to resource problems, determines the need for an Environmental Assessment (EA) or an Environmental Impact Statement (EIS), and aids in the consideration of alternatives and the identification of available resources.
