A profile of the type, composition, and capabilities of an adversary. The NRC and its licensees use the design-basis threat (DBT) as a basis for designing safeguards systems to protect against acts of radiological sabotage and to prevent the theft of special nuclear material. The DBT is described in detail in Title 10, Section 73.1(a), of the Code of Federal Regulations [ 10 CFR 73.1 (a)]. This term is applied to clearly identify for a licensee the expected capability of its facility to withstand a threat.
