The (U.S. Department of the Interior) Bureau of Reclamation (USBR) defines arable land as: "Land which, in adequate units and when properly provided with the essential improvements of leveling, drainage, buildings, irrigation facilities and the like, will have a productive capacity, under sustained irrigation agriculture, sufficient to: meet all production expenses, including a reasonable return on investment; repay reasonable irrigation and improvement costs; and provide a satisfactory level of living for the farm family."
