Analysis technique which compares the cost of a project with the benefits derived from it. Expressed as a ratio of benefits to costs. Ratios greater than 1.0 are deemed to be cost-effective. The determination of costs and benefits to be included in the analysis can be a contentious issue, particularly for public goods and the monetization of natural resources.
