SCIENTIFIC RESEARCH VESSEL

A vessel owned or chartered by, and controlled by, a foreign government agency, a national government agency, a university (or other educational institution accredited by a recognized national or international accreditation body), an international treaty organization, or a scientific institution. The vessel must have scientific research as its exclusive mission during the scientific cruise in question and its operations must be conducted in accordance with a scientific research plan.
