Water that: (1)has received at least secondary treatment and is reused after flowing out of any plant or other works used for the purpose of treating, stabilizing, or holding wastes; or
(2)has been reclaimed after use for irrigation (tailwater recovery), industrial (recycle circuit), or other means.
