CRAYOLA STORM

Someone who wears as many of the brightest colors as is humanly possible, all at the same time. Storm can be replaced with Monsoon, Tornado, Hurricane, etc. for varying degrees of eyesore. Example: When the brightly-colored offender is walking by. I'm gonna need an umbrella for that Crayola storm.
