In the long-term, fishing capacity that exceeds the level required to ensuring the sustainability of the stock and the fishery at the desired level. Fishing capacity in excess of what is required to reach the agreed catch or effort objectives materialised by agreed target reference points (e.g. MSY, F0.1, MEY, etc.).
